ON-SITE PROJECT CONSTRUCTION MANAGER
This position is: Full Time
Position Location: Shreveport, LA


DURATION - Approximately 36 weeks.

The CM represents Client as the responsible on-site manager for the construction component of designated capital projects. This individual is expected to manage the daily construction functions to assure that all identified metrics are achieved. The primary focus of this position is to manage the construction aspects of the capital project including, but not limited to;

∑ Knowing the scope of work (SOW) for each construction supplier

∑ Verifying that each supplier is delivering their assigned SOW

∑ Coordinating construction disciplines

∑ Working with Project Engineer to coordinate engineering technical support as necessary Typical duties include, but are not limited to:

1. Produce and deliver periodic project reporting for Client executive oversight

2. Supervise the Engineering capital project Construction Team on site

3. Assist PM with establishing performance and behavioral standards

4. Assist with maintaining good relations with site leadership

5. Ensure that Client policies and procedures are implemented and followed

6. Assist project controls services as necessary

7. Assist with production of periodic project progress reporting

8. Assist with schedule development

9. Assist with RFI program issue resolution as necessary

10. Assist safety program management as necessary

11. Assist QA/QC program management as necessary

12. Assist with management of contractual matters as necessary

13. Assist with materials receipt/inventory/distribution as necessary

14. Perform other duties that may arise from time to time.

15. The CM shall be capable of:

a. Evaluating RFIs and directing the RFI to the appropriate source for resolution

b. Creating cost estimates

c. Creating schedules

d. Validating change order requests

e. Identifying potential claim issues

f. Identifying constraints that might lead to claims

g. Performing/verifying EV assessments

h. Representing Engineering capital project at Stakeholder meetings

i. Representing Engineering capital project at on-site meetings with suppliers

16. Reporting

a. Assist in generation of a Weekly Project Status Report to include:

i. Current contract commitments

ii. Actual Cost to Date

iii. Forecast cost at completion

iv. Actual Schedule Progress

v. Material Status Report

b. Assist with generation of a Monthly Project Status report

i. Includes Change Order Status Report

ii. Current contract commitments

iii. Actual Cost to Date

iv. Forecast cost at completion

v. Actual Schedule Progress

vi. Material Status Report

17. Meetings

a. Attend/conduct a Monthly Status Meeting with Leadership/Stakeholders

b. Attend/conduct Weekly Contract Status Meetings with each supplier

i. Identify and discuss constraints

ii. Discuss status of RFIs

iii. Discuss change order status

iv. Discuss submittal status

v. Review short term look ahead schedules

c. Attend/conduct Weekly Site Coordination Meetings with all suppliers active on the capital project

i. Discuss site access coordination

ii. Review short term look ahead schedules

d. Attend/conduct weekly meeting with Discipline Coordinators to review status and address issues/constraints

e. Attend/conduct weekly meeting with Capital Project Team to determine status of Engineering and RFIs

f. Attend/conduct weekly meeting with Document Control to determine status of submittals, drawing distribution, and drawing revisions

g. Attend/conduct a weekly meeting with Project Controls to review the schedule, change order status, and known project constraints

Requirements:
  • Ten (10) years of experience in the engineering and industrial construction industry as a construction manager.
  • Bachelorís Degree in Engineering, Construction Management or Business Administration or equivalent experience.
  • Should have engineering management knowledge across multiple disciplines with emphasis on discipline interfaces and information flow.
  • Working knowledge of material management processes, construction and site issues.
  • Strong leadership presence, motivational skills, and customer service oriented.
  • Assure that adequate Project Controls for the project are in place and are functioning.
  • Capable of leading and communicating with the construction management team and project engineering team to ensure complete understanding and fulfillment of project objectives.
  • Refinery, petrochemical, or chemical industry experience is required.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:

∑ Must have construction management working knowledge across multiple disciplines with emphasis on discipline interfaces and information flow.

∑ Working knowledge of material management processes.

∑ Able to analyze project controls documents.

∑ Capable of understanding contractual terms (warranty, guaranty, indemnity, etc.).

∑ Able to prepare and administer business plan including risk mitigation.

∑ Must have demonstrated leadership capability on projects.

∑ Excellent communication skills with construction team and client management.

∑ Excellent problem solving and decision making skills.

∑ Must be able to make decisions that must be made, however unpopular.

∑ Works well with client personnel.

Computer Skills

  • SAP, Word, Excel

Conduct field trips as necessary to gather operating data and equipment information required to develop the project scope. This requires normal hearing, the ability to stand, walk, reach, climb and balance, clear close and distance vision, depth perception and the ability to focus. Lifting up to 25 pounds may be required.

All candidates must pass background checks, drug screening, qualify for issuance of TWIC credentials, and pass client site specific safety training requirements.
